The Ministry of Labour and Vocational Training (“MLVT”) has issued Notification No. 022/24 on the Procedure for the Legal Use of Foreign Labour in the Kingdom of Cambodia dated 12 August 2024 to clarify about the initial work permit for foreign employees.
A new requirement regarding qualifications for administration and human resources officers has been introduced pursuant to Prakas 259/24 on Qualifications of Administration and Human Resources Officers dated 2 December 2024. Administration and human resources officers must hold a professional certificate or diploma in labour law from the National Institute of Labour (“NIL”) and attend NIL training every three years. This requirement is applicable to all enterprises, including non-governmental organizations.
